PRS calls for piracy levy

In a paper, titled Moving Digital Britain Forward Without Leaving Creative Britain Behind the body argues a piracy fee will better align the financial interests of ISPs with rights holders at a time when the two industries are at odds over who should bear the costs of illegal filesharing.
