US rights holders and content users clash over consent decree reform

A hearing held on March 10 by the US Senate's Judiciary Committee on the consent decrees that rule the way performance rights organisations ASCAP and BMI operate showed a clear divide between the proponents of changes and those who wished to see the 70 year old system to remain in place.
