BIS makes rights holders pay more

Rights holders, including record companies, will be required to pay three quarters of the cost of implementing the initial obligations to send notifications to consumers who have infringed online copyright.

The Department for Business Innovation and Skills has also said no fee will be charged to consumers who want to appeal a notification.

The move will be a blow to the industry, which has argued costs should lie where they fall - or at least a 50/50 split with ISPs. ...
