The organisation, which represents European independent music companies, said it would ask the European Commission to investigate all possible options to intervene if Universal or Sony - which is said to still be interested in picking up EMI's publishing division - tie-up negotiations for the Citigroup-owned company.
Its warning comes as the competition for EMI is widely believed to be entering its final week.
