European Parliament backs controversial EC 'orphan works' proposal

The proposals were put forward by the EC in May last year and would allow the non-commercial use of works for which an author cannot be immediately found after a "diligent" search has been made in good faith.

Under the proposal, works labelled orphan in any one member state would be deemed as such throughout the EU.
